Problems and prospects of sustainable development of the city of Nakhodka

The purpose of the article is to establish: 1) the risks that impede the sustainable development of Nakhodka and; 2) the potential that could minimize these risks. Due to the fact that the industrial development of Nakhodka determines the transport complex, the analysis of its functioning on the basis of the system method has become the subject of our research. Their results showed that in the development of Nakhodka 4 types of transport participate: sea, railway, automobile and pipeline. Each of these species is a source of hazards, which are detailed in the article. At the same time the territory of Nakhodka is ranked by the degree of danger, it is shown that pollution of the urban environment is reflected in the growth of pulmonary and oncological diseases. These negative consequences have a number of reasons: 1) an increase in the cargo turnover of coal three times in the last 20 years, which significantly increased the dustiness of the city center; 2) the administrative crisis of power at the regional level, when the decisions of the governor by the stevedoring companies are ignored; 3) liquidation of the Far Eastern environmental marine service, which led to a loss of control over the ecological state of the marine area; 4) violation of the principle of diversification of the city’s industry; 5) deviation from decisions on the ecologization of the economic activities of enterprises; 6) imperfection of town-planning legislation and policy. The scope of the results can be reflected in the plans for socio-economic development of Nakhodka. As conclusions we propose: 1) The scheme of functioning of the ecological and economic system of the Nakhodka; 2) Programmatic scheme of recommended solutions of tasks to achieve the goals of sustainable development.
